AX-12 Dynamixel Torque Free Run Condition

Hi In my project i have to move the output shaft of the AX-12 by hand and get its position data. but when the power is on,i can't move it ! i found this paragraph from AX-12 Datasheet : Torque Enable : When the power is first turned on, the Dynamixel actuator enters the Torque Free Run condition (zero torque). Setting the value in Address 0x18 to 1 enables the torque. I also set the maximum torque to zero, but the problem still exists. what should i do to move the output by hand just like as the power is off? Thanks in advance
