Are you wanting to program it through the serial or would you rather use a USB-TTL cable? you can program it via ttl on pins 11 and 12. to change the programming port to the TTL port, during mini boot hit escape in a terminal program like putty and chose ttl (I believe it is option 2) then use the same com port to program it however you will lose com1 if your debugging.

I am new to the netduino mini. I recieved the microcontroller a couple of days ago and have yet to been able to connect to it through putty, tera term, or deploy any program through visual studio 2010. I am attempting to connect via a female/female RS232 cable. I cut off the one end of the cable and found through point to point RX(yellow), TX(orange), DTR (Red), and Signal Ground (brown) and connected them to pins 1, 2, 3, and 4 respectively on the microcontroller and I plugged the other end directly into the PC. I have 9V on pin 24 and ground on both pins 23.
Am I missing something?

If you're using a female cable, it's probably a cross-over cable. So you'd reverse TX and RX.
Also, leave DTR detached. It's useful to kick the Netduino into "bootloader mode" but if you drove it high you could keep your Netduino Mini from booting.
Please let me know if swapping RX and TX works for you. We want to make sure you get up and running right away
