Are all 4 of the UARTs available as COM ports?

Hi liqdfire, If you mean on the shieldbase, then the answer is: yes. Be careful though, since one COM-port is also in use for debugging. The main board only pins out 2 UART channels.

Ok, so if i understand correctly, 2 UARTS are on the main board, but one is used for debugging, and you have to use the shield to get access to the other 2?

No :)

Main Board:
2 UARTS are usable, 1 UART is shared on sockets 1-4, 1 UART is shared on sockets 5-8.
Debugging works over the USB channel

Shield Base:
4 UARTS are available, of which one is used for debugging

What about the performance? I'm thinking of using this as a RepRap controller that needs to support either RS-232 at 250kbps or Ethernet.

The UARTs should be able to support 250kbps+. The bigger question is latency...how fast do you need to be able to respond? .NET Micro Framework is four times as fast on Netduino Go's micro than on Netduino...but it's still not real time.

By the way, once there's a serial module for Netduino Go you'll be able to plug in eight virtualized serial ports. Or more (the Shield Base will support 3 serial ports per module for instance).
