As far as I know there are no emulators available. You can, however, buy a physical emulator for around $59. ;-)
You can also install Visual Studio Express, the .NET Micro Framework SDK, and the Netduino SDK, all for free, to get a feel for working in the code. But you won't be able to actually run anything without the hardware.

There was a similar thread on here about two years ago, but I'm not sure where they ended up.
