no utf.getsting on the mini?

I was working on talking to the xbees and everything was working great till I tried message = System.Text.Encoding.UTF8.GetString(output); I do not get that Option in my list of options. I get .GetByte and .GetChar and a couple others but no GetString. Can anyone tell me why and what I need to get to get it or find a second way to get my text. Thanks in advance for any help on this. I'm using a netduino mini with the 4.2 firmware, and frame work.
