Windows App Communication Trouble

I'm using a usb - TTL cable on COM1 of the mini and am getting so frustrated with trying to get a simple windows app to work. All I want to do is make an LED come on when I push a button in the app. I know I have a connection between the CPU and the mini cause I can deploy other programs to the mini and they work just fine. I'm sure the problem is on the mini side of the code. It's supposed to read simple text like "A1" and turn on the led. Unfortunately nothing happens. I've tried a couple of different serial communication examples and nothing seems to work. If anyone has any kind of suggestions it would help me out a bunch. I've attached two files of the sample program I'm using with a small change to look for the commands "A1, A2" and then change the LED state plus I changed the baud rate from 9600 to 115200.
