Question: Is PWM Class In SDK Hardware or Software Based

The reason I ask is that the spec says that there are 4 PWM pins available. This means if the PWM is hardware based then I can only have 4 PWM instances at a time right? Otherwise I guess I would be limited by the number of pins and memory (in a software based solution). I'm looking to replace an atmega328p based serial servo controller with a netduino mini drop in. The current device and firmware (my design on both) supports 12 servos at once. It's software based but at 10MIPS it has plenty of power to drive those 12 servos. I know the ARM chip the Netduino is based on makes an atmega328p look like a lego block so I'm hoping to get at least the same performance.
