Serial deploy, Pinging... NoConnection

I want to avoid mini USB at all and use serial deploy. So I'm trying to use CP2102 chip to communicate but it keep saying Pinging... NoConnection when I try to ping it.

Wiring is simple

GND >> GND
VCC >> VIN

TX >> Pin 0

RX >> Pin 1

and CP2102 is set to 5V and it can communicate through code but can not deploy(yes I erased the previous deployment )
