I want to select the correct board for the following project;

I am building and testing a HUB/Device for the Microsoft Internet Of Things [Beta]. The device will collect data from other near by Bluetooth devices and send the collected data to the Microsoft's cloud IOT directly without using a modem or say Comcast. I want to know which board to buy? How the board will support BLE and the sending of the data to MS IOT? What OS platform to use? . I want to develop in the .net platform. An example similar to what i want to do is attached.
