From the manual; http://www.dfrobot.c...N)_(SKU:DRI0009) You can select PWM and PPL mode with jumpers. The only supported mode with this class is PWM. Could you check if you have your jumpers set correctly?
Also, what are the specifications of your motors and power supply? Do the motors make a sound? It can be that they just won't get enough power.
